IMM Delegation Participated in the C40 World Mayors Summit
November 3-5, 2025
Mr. Mustafa Osman Turan, Ambassador (Ret), Foreign Relations Advisor to the Mayor of Istanbul, Mr. Barbaros Büyüksağnak, Head of IMM Foreign Relations Department, and Ms. Ayşen Erdinçler, Head of IMM Department of Environmental Protection and Development, attended the C40 World Mayors Summit (WMS) held in Rio de Janeiro, Brazil, between 3–5 November 2025.
Held every three years, the summit brings together mayors and representatives from nearly 100 C40 member cities, including Istanbul, with business leaders, academics, civil society representatives, and investors.
The 2025 summit was co-hosted by London Mayor and C40 Co-Chair Sadiq Khan and Rio de Janeiro Mayor Eduardo Paes. The summit aimed to highlight the contributions of local governments to the global climate agenda ahead of the COP30 negotiations to be held in Belém.
Celebrating the twentieth anniversary of C40’s founding, the summit emphasized the legacy of city-based climate leadership and identified priority action areas for the next 12 months. Key themes addressed included accelerating the phase-out of fossil fuels, combating disinformation, reducing urban inequalities, climate adaptation, and multi-level governance models.
Throughout the summit, IMM representatives participated in various sessions, exchanging knowledge and experience with international counterparts. Their participation once again underscored Istanbul’s active role in international climate diplomacy.
